U.S. Business Action to End HIV Urges Florida To Limit Cuts to AIDS Drug Assistance Program

The proposed ADAP changes will abruptly terminate access to lifesaving treatment and health care coverage for an estimated 16,000 Floridians living with HIV.

On Friday, Feb. 27, 2026, U.S. Business Action to End HIV sent a letter to Florida Surgeon General Dr. Joseph Ladapo urging a pause on changes to Florida's AIDS Drug Assistance Program (ADAP) scheduled to take effect on March 1.

The changes include:

  • A reduction in eligibility from 400% to 130% (meaning a salary of $20,345 or less) of the federal poverty level to qualify for ADAP.
  • A variety of HIV treatment medications will experience limited insurance coverage.

The elimination of health insurance support would abruptly cut off access to lifesaving treatment for an estimated 16,000 Floridians living with HIV.

Florida is already home to some of the communities most impacted by HIV in the U.S., and ranks third-highest for new diagnosis rates. When people living with HIV lose access to consistent treatment, the consequences ripple outward into workplaces, insurance costs, and communities across the state. 

The letter was sent by Health Action Alliance Co-CEOs Steven Levine and Stephen Massey on behalf of U.S. Business Action to End HIV, which represents nearly 100 employers. Levine noted that while the Florida House and Senate have proposed funding to address the shortfall, the budget won't take effect until July. "People can't wait four months to access their medication," Levine wrote on a LinkedIn post sharing the letter. "I'm grateful that these businesses are ready to be part of the solution.”

Individuals who will loseeligibility for ADAP on March 1, 2026, qualify for a Special Enrollment Period to change their Marketplace plans and secure coverage that meets their health care needs. The window to select a new plan is open through April 30, 2026.

How To Help Impacted Employees

  1. Compare health care plans: If an employee is eligible for the Special Enrollment Period, they can look for plans and prices in their area at healthcare.gov/see-plans.
  2. Call Marketplace Call Center to change plans: Once a plan is selected, call 1-800-318-2596 (TTY users can call 1-855-889-4325) to change plans.
